Code of Ethics
Preamble
The Department of Justice of the State of Shamrock exists to uphold the rule of law, protect constitutional rights, and ensure that justice is administered fairly and impartially.
Every attorney, legal representative, and employee of the Department serves as an officer of the Court and a public servant entrusted with significant authority. This authority shall be exercised with integrity, professionalism, restraint, and respect for both the law and the people of Shamrock.
The purpose of this Code of Ethics is to establish the standards of conduct expected of all members of the legal profession operating under the authority of the State of Shamrock.
I. Integrity and Honesty
All members of the Department shall maintain the highest standards of honesty and personal accountability.
Members shall:
- Provide truthful statements in legal proceedings, official reports, and professional communications.
- Accept responsibility for their actions and decisions.
- Avoid deception, misrepresentation, or conduct that would damage the credibility of the justice system.
No attorney or legal official shall knowingly present false evidence, provide misleading statements to the Court, or use their position for personal gain.
II. Fairness and Impartiality
Justice requires that all individuals be treated fairly and without improper bias.
Members shall:
- Make decisions based upon the facts, applicable law, and the interests of justice.
- Respect the constitutional and legal rights of every individual.
- Avoid allowing personal relationships, political opinions, or personal grievances to influence professional decisions.
Prosecutors, defense attorneys, and private counsel may advocate strongly for their positions while remaining committed to fairness and the integrity of the legal process.
III. Professional Conduct
Members of the legal profession shall conduct themselves with professionalism at all times.
Members shall:
- Maintain and improve their knowledge of law, procedure, and Department policy.
- Perform their responsibilities diligently and in a timely manner.
- Treat judges, opposing counsel, law enforcement officers, witnesses, and citizens with respect.
- Maintain appropriate confidentiality regarding privileged or protected information.
Disagreements shall be resolved through lawful argument, objections, and proper legal procedure rather than hostility or personal attacks.
IV. Ethical Advocacy and the Pursuit of Justice
The purpose of the justice system is not simply to achieve victory, but to ensure fair and lawful outcomes.
Attorneys shall:
- Advocate vigorously within the bounds of the law.
- Present arguments in good faith.
- Avoid using legal procedures solely to delay proceedings or prevent meaningful roleplay.
- Seek outcomes that support justice, accountability, and the continued integrity of the Courts.
Prosecutors have a special responsibility to pursue justice rather than convictions. Defense attorneys have a responsibility to protect their clients' rights while respecting the truth and authority of the Court.
V. Professional Relationships and Conflicts of Interest
Members of the legal profession shall maintain respectful and professional relationships with colleagues, opposing counsel, government officials, law enforcement agencies, and the public.
Members shall:
- Disclose conflicts of interest as soon as they become known.
- Refrain from participating in matters where personal interests prevent impartial judgment.
- Cooperate with other legal professionals when doing so advances the fair administration of justice.
Professional disagreement is expected. Personal hostility and abuse of professional authority are not.
VI. Public Trust and Service
The authority granted to members of the Department of Justice is a public trust.
Members shall:
- Conduct themselves in a manner that promotes confidence in the legal system.
- Act with dignity both inside and outside of the courtroom.
- Recognize that their actions reflect upon the Department of Justice and the State of Shamrock.
Members should strive to create legal proceedings that are fair, realistic, and engaging for all participants.
VII. Ethical Decision-Making
When faced with ethical uncertainty, members shall consider:
- Their obligations under the Constitution and laws of the State of Shamrock.
- Their duties as officers of the Court.
- The fairness and integrity of their intended actions.
- The impact their conduct may have on public trust and the legal system.
Members are encouraged to seek guidance from senior attorneys, supervisors, or the Courts when ethical questions arise.
VIII. Violations and Discipline
Allegations of ethical misconduct shall be reviewed fairly and impartially.
A violation of this Code may result in disciplinary action, including:
- Formal counseling or retraining.
- Written reprimand.
- Temporary suspension of duties.
- Removal from Department employment.
- Suspension or revocation of BAR certification where appropriate.
Disciplinary decisions shall consider the severity of the violation, intent, prior conduct, and impact on the integrity of the Department and Courts.
IX. Final Principles
Every member of the State of Shamrock Department of Justice shall remember that the authority they hold exists to serve the people and preserve the rule of law.
No person is above the law, and no person is beneath its protection.
By adhering to this Code of Ethics, members of the Department commit themselves to integrity, professionalism, fairness, and the continued pursuit of justice.
